frozen beard

I'm trying to do a make-up effect of a frozen beard and hair. Looking to make icicles coming off of them. Any ideas? Also any suggestions on how to makw the skin look frosty?
Any help would be awesome!

    I can't remember off the top of my head what they used but you may want to check out the behind the scenes on the make-up from the movie Titanic.
